Watermarking files in the materials library

Watermarking works exclusively for PDFs only.  In the send wizard, when selecting the Advanced Mode right above the option to add a watermark & allow downloads, it states PDF Watermarking & Downloads.  

Adding a watermark to any other type of file will do nothing.
